## Description

This error occurs when you try to send a WhatsApp message to a user whose number is part of an experiment. Twilio can't send the message in that case.

### Possible causes

* The destination user's phone number is part of an experiment, so Twilio can't deliver the WhatsApp message.

### Possible solutions

* Skip sending messages to this user.
