## Description

### Possible causes

* Somebody is using SMS broadcast
* General high load

### Possible solutions

* At the moment there is a global SMS rate limit. This should be increased or eliminated entirely in the near future, but that requires some development. Please notify RTD Notifications team if this error starts occurring.
